Resident Engineer - Civil (Water and Desalination Projects)

Role Overview SMEC, an SJ Group company, is looking for a seasoned Resident Engineer (RE) to lead on-site supervision and contract administration for large-scale water infrastructure projects in Chennai. Working under the PMC Team Leader who serves as the Employer's Representative under FIDIC Conditions of Contract, the RE will play a central role in ensuring that all construction activities comply with contractual obligations, employer requirements, applicable laws, and international financing institution safeguards. This is a full-time site-based role that demands strong technical leadership and a commitment to quality, safety, and project delivery. Key Responsibilities - Assist the PMC Team Leader in discharging duties of the Engineer or Employer's Representative under FIDIC Gold Book and Red Book contracts - Review and recommend approval of contractor submissions including designs, drawings, method statements, and inspection and test plans - Support issuance of Engineer's Instructions, Variations, and Interim Payment Certificates - Assist in evaluating Extension of Time claims and other contractor contractual entitlements - Oversee daily construction activities to ensure compliance with approved designs, GFC drawings, and technical specifications - Coordinate with discipline engineers and inspectors for integrated supervision of civil, mechanical, electrical, and process works - Monitor construction progress against approved baseline schedules and report any deviations - Enforce the contractor's approved QA/QC systems and witness pre-commissioning, dry and wet commissioning, and performance acceptance tests - Verify project readiness for Taking-Over and manage Defects Notification Period activities - Prepare and contribute to weekly and monthly progress reports, IFI and donor reports, and risk and issue registers - Monitor contractor compliance with approved ESHS plans, IFI safeguard requirements from ADB, JICA, World Bank, and KfW, and all applicable national and local regulations - Report incidents, non-compliances, and corrective actions to relevant stakeholders Required Qualifications - Bachelor's Degree in Civil, Mechanical, or Environmental Engineering (mandatory) - Minimum 15 years of relevant professional experience in the engineering and infrastructure sector - At least 10 years of experience in the supervision of large water infrastructure projects, preferably Water Treatment Plants of 200 MLD capacity or above - Experience with Desalination or SWRO plants is desirable but not mandatory - Demonstrated hands-on experience working under or supporting the Engineer's role under FIDIC Red Book and/or Yellow Book contracts - Mandatory experience on projects funded by international financing institutions such as ADB, JICA, World Bank, or KfW - Strong construction management, coordination, and reporting skills - Familiarity with commissioning and performance testing protocols - Tamil language proficiency is preferred - Willingness to work full-time at site Why Join Us At Surbana Jurong, the parent group of SMEC, talent, teamwork, and a collaborative work culture come together to solve complex infrastructure challenges and create a meaningful impact on communities.
