Resident Engineer - Civil (Water and Desalination Projects)

Role Overview SMEC, an SJ Group company, is looking for an experienced Resident Engineer (Civil) to join its PMC team for large-scale water and desalination infrastructure projects in Chennai. The selected candidate will function under the direction of the PMC Team Leader, who serves as the Employer's Representative under FIDIC Conditions of Contract (1999 Red and/or Yellow Books and Gold Book 2008). This is a full-time, site-based role requiring strong technical oversight, contract administration expertise, and hands-on supervision of construction activities for water treatment and desalination facilities. Key Responsibilities - Assist the PMC Team Leader in discharging duties of the Engineer or Employer's Representative under FIDIC Gold Book (DBO) and Red Book frameworks - Review and recommend approval of contractor submissions including designs, drawings, method statements, and inspection and test plans - Support issuance of Engineer's Instructions, Variations, and Interim Payment Certificates - Assist in evaluation of Extension of Time claims and other contractual entitlements - Oversee daily on-site construction activities and ensure compliance with approved designs, GFC drawings, Employer's Requirements, and Technical Specifications - Coordinate with discipline engineers across civil, mechanical, electrical, and process works for integrated site supervision - Monitor project progress against approved baseline schedules and report any deviations promptly - Enforce implementation of the Contractor's approved QA/QC systems and witness pre-commissioning, dry and wet commissioning runs, and performance acceptance tests - Verify readiness for Taking-Over and manage Defects Notification Period activities - Prepare weekly and monthly progress reports, IFI and donor reports, and maintain risk and issue registers - Coordinate with the Client, IFI representatives, statutory authorities, and other stakeholders at site level - Monitor Contractor compliance with approved Environmental, Social, Health and Safety (ESHS) plans and IFI safeguard requirements from institutions such as ADB, JICA, World Bank, and KfW - Report on-site incidents, non-compliances, and corrective actions taken Required Qualifications - Bachelor's Degree in Civil, Mechanical, or Environmental Engineering (mandatory) - Minimum 15 years of relevant professional experience in civil or infrastructure engineering - At least 10 years of experience in supervision of large water infrastructure projects including Water Treatment Plants of 200 MLD capacity or above - Prior exposure to Desalination or SWRO plant projects is desirable but not mandatory - Demonstrated hands-on experience working under FIDIC Red Book and/or Yellow Book contracts as or supporting the Engineer or Engineer's Representative - Mandatory experience on projects funded by international financing institutions such as ADB, JICA, World Bank, or KfW - Strong construction management, coordination, and technical reporting skills - Familiarity with commissioning and performance testing protocols for water infrastructure - Tamil language proficiency preferred - Willingness to work full-time at the project site Why Join Us At Surbana Jurong and SMEC, you will be part of a globally respected engineering and infrastructure consultancy that values talent, collaboration, and meaningful work.
