Job Description

Role Overview Haryana Knowledge Corporation is seeking a seasoned technology leader to join as Joint Chief Information Technology Officer – Testing & Quality Assessment. This is a senior contractual role designed for professionals with deep expertise in e-Governance, software quality assurance, IT policy, and large-scale digital transformation initiatives. The selected candidate will work closely with the Additional Chief Information Technology Officer to steer IT strategy, infrastructure governance, and quality frameworks across government-linked technology programmes. Key Responsibilities The incumbent will support the Additional CITO in planning and executing the organisation's end-to-end IT operations. This includes overseeing software development lifecycles, network architecture, information security frameworks, and cloud infrastructure deployments. The role demands active leadership in defining and enforcing software quality assurance and testing methodologies across multiple concurrent projects. Additional responsibilities span IT policy formulation, centralised procurement of hardware and peripherals, mobile platform governance, IoT strategy, and ICT project management. The officer will also guide e-Governance solution architecture and ensure alignment with national and state-level digital standards. Required Qualifications Applicants must hold an M.Tech or M.E. in Electronics & Communication, Information Technology, or Computer Science with at least 60% marks, or a B.E./B.Tech in the same disciplines or an MCA with a minimum of 60% marks from a recognised university. Post-graduate degree holders require a minimum of 18 years of relevant experience, while graduate degree holders must have at least 21 years. At least 8 of those years must involve hands-on work in software development, networking, security management, cloud infrastructure, or IT policy. Experience managing at least one large-scale, end-to-end project is mandatory. Preference will be given to candidates holding an MBA from a recognised institution, those with e-Governance implementation experience in an organised sector, professionals with recognised IT certifications, individuals with international work exposure, IIT or IIM alumni, and those with prior leadership experience in government or public sector organisations. Requirements

M.Tech/M.E. or B.E./B.Tech in Electronics & Communication, IT, or Computer Science with minimum 60% marks, or MCA from a recognised university Minimum 18 years of experience for post-graduate holders or 21 years for graduate holders in e-Governance, IT policy, and ICT domains At least 8 years of direct experience in software development, networking, security management, or cloud infrastructure Proven experience handling at least one large-scale end-to-end IT or e-Governance project Strong understanding of software quality assurance and testing methodologies Expertise in solution and technology architecture, cloud infrastructure, IoT, and mobile platforms Experience with centralised IT procurement and programme management Knowledge of information security standards and data governance practices MBA from a recognised institution (preferred) IT certifications in relevant domains (preferred) Prior experience in government, PSU, or public sector IT roles (preferred) International work experience (preferred) Experience in a Head or Executive-level role within an organisation or business unit (preferred) Graduates from IIT or IIM will be given preference
