Technical Project Manager — Core Technical Delivery

Infinite Computer Solutions | Nokia Business Unit

Reports To:

Delivery Manager — Nokia Professional Services (practice aligned)

IPTEL · Packet Core · SDM (HSS/HLR/UM, SDL) · CSP (Charging, Policy & Signalling)

8–15 years in telecom delivery, network operations, managed services or deployment

Role Purpose

The Technical Project Manager owns the safe, predictable and high-quality execution of project and live network intervention (LNI) activity within an assigned practice. The role combines genuine technical depth with delivery rigour — every activity executed safely, on time and with zero customer impact.


This is a hands-on role. The TPM is expected to hold the technical command to review a MoP, challenge an implementation approach and lead a critical incident personally — while driving standardisation, automation and a strong engineering culture within the team. The TPM reports to the practice Delivery Manager and is the primary execution owner beneath that layer.

Key Responsibilities

1. End-to-End Delivery Ownership

  • Own complete execution of assigned work packages from planning through successful completion.
  • Ensure every intervention is delivered safely, within schedule and in compliance with customer standards.
  • Drive timely closure of all deliverables while proactively managing risks and dependencies.
  • Take accountability for delivery outcomes rather than simply tracking activities.
  • Provide the Delivery Manager with accurate, early and unfiltered status — no surprises.

2. Work Package Planning & Ownership

  • Allocate work packages to engineers based on competency, certifications and experience.
  • Ensure the right engineer is assigned to the right task, with verified readiness.
  • Monitor work package progress, remove execution blockers and maintain delivery governance.
  • Ensure ownership across the entire lifecycle of each assigned activity.

3. Customer Project Alignment

  • Work closely with customer project managers, planners and technical leads.
  • Ensure LNI execution aligns with project timelines, milestones and deployment priorities.
  • Represent the execution team during customer governance meetings.
  • Build customer confidence through proactive communication and predictable delivery.

4. Technical Leadership — Hands On

  • Maintain genuine working command of the practice domain — not oversight from a distance.
  • Provide technical guidance during planning, execution, rollback and issue resolution.
  • Review implementation approaches, Method of Procedure (MoP), rollback plans and risk assessments; approve before execution.
  • Lead technical discussions during complex interventions and critical incidents, and drive root cause analysis personally.
  • Coach engineers on best practices and promote continuous technical improvement.

5. Standardisation

  • Execute against the practice delivery framework — MoP templates, checklists, readiness criteria and acceptance standards — and drive full team adoption.
  • Eliminate ad-hoc, engineer-specific ways of working; make execution repeatable regardless of who performs it.
  • Convert every lesson learned into an updated standard, checklist or preventive control.
  • Feed practice-level gaps and improvement proposals back to the Delivery Manager for framework updates.

6. Automation & Efficiency

  • Identify repetitive, manual and error-prone steps within the execution lifecycle and propose automation candidates.
  • Drive automation of health checks, pre/post validation, configuration and reporting activities within the team.
  • Set and track efficiency targets — effort per work package, cycle time, first-time-right percentage.
  • Reuse assets from the BU automation repository rather than rebuilding, and contribute back what the team creates.

7. Thought Leadership

  • Stay current with technology and tooling direction in the practice domain and bring it into execution practice.
  • Propose improvements to delivery approach rather than only executing the defined method.
  • Document and share knowledge — playbooks, execution guides, incident learnings — across the wider practice.
  • Contribute technical input to solutioning, estimation and proposal work when required.

8. Team Management & People Leadership

  • Build a culture of ownership, accountability and collaboration.
  • Conduct regular 1:1s to understand workload, aspirations and challenges.
  • Balance shift planning, resource utilisation and fatigue management for 24x7 operations.
  • Support hiring, onboarding, mentoring and capability development.

9. Inspired Leadership & Team Motivation

  • Set direction the team believes in — connect day-to-day execution to the wider account and customer outcome.
  • Foster a positive, high-performance environment where engineers raise problems early and propose improvements without being asked.
  • Recognise individual and team achievement visibly; address underperformance directly and fairly.
  • Encourage continuous learning, certification and knowledge sharing.
  • Create development plans for engineers to grow into future technical leaders and build a succession bench.

10. Quality of Work & Deliverables

  • Ensure every deliverable meets customer quality expectations before submission.
  • Drive first-time-right execution and eliminate repeat issues.
  • Perform quality reviews of documentation, implementation plans and execution reports.
  • Promote continuous improvement through lessons learned and preventive actions.

11. Operational Excellence

Ensure consistent adherence to LNI operational standards, including:

  • Right engineer for the right task, with validated competency.
  • Pre-LNI readiness verification.
  • MoP and rollback validation.
  • Network health validation before execution.
  • Executor-Observer compliance.
  • Weekly engineer engagement and mentoring.
  • Shift and fatigue governance.
  • Information Security compliance.
  • End-to-end ownership of every LNI.
  • Same-day escalation of risks and delivery issues.
  • Full adherence to LNI process and governance.

Required Skills

Technical

  • Strong hands-on understanding of telecom network operations — Core / IP / Cloud preferred.
  • Practice domain depth in one or more of IPTEL, Packet Core, SDM or CSP.
  • Live network planning and execution.
  • Change management; incident and problem management.
  • Risk assessment and root cause analysis.
  • Network implementation and integration; project delivery.
  • Working knowledge of Linux, scripting and automation tooling (Python, Shell, Ansible) sufficient to direct and review automation work.

  • Prior experience within or alongside Nokia delivery organisations.

  • Relevant certifications — Nokia product certifications, ITIL, PMP, Kubernetes (CKA) or equivalent.
